14 января 2021 года на заседании Координационного комитета под председательством Сергея Кириенко были определены условия и порядок предоставления грантов Президента Российской Федерации на развитие гражданского общества в целях софинансирования расходов на оказание на конкурсной основе поддержки некоммерческим неправительственным организациям в субъектах Российской Федерации в 2021 году.
Теперь Фонд президентских грантов будет поддерживать социально ориентированные НКО не только напрямую, но и опосредованно – через конкурсы, проводимые органами исполнительной власти субъектов Российской Федерации и привлеченными ими операторами. Для этого фонд будет предоставлять им специальные гранты, а также оказывать информационное, консультационное, методическое и организационное содействие.
Эти меры будут способствовать выделению из региональных бюджетов средств на поддержку НКО, а также обеспечению высокого уровня ее открытости и прозрачности.
Решение об учреждении нового вида президентских грантов глава государства принял по итогам встречи с представителями общественности в городе Усмани Липецкой области, состоявшейся 22 января 2020 года. С соответствующим предложением к президенту тогда обратился Александр Бессуднов, руководитель археологического проекта, вошедшего в 100 лучших проектов из числа поддержанных Фондом президентских грантов в 2017 году.
Этому предшествовало заседание Государственного совета 27 декабря 2018 года, на котором Владимир Путин рекомендовал главам регионов использовать опыт Фонда президентских грантов для проведения собственных конкурсов на предоставление грантов социально ориентированным НКО.
Главы регионов могут запросить в 2021 году софинансирование от фонда до 15 февраля – в размере «один к одному», то есть, в такой же сумме, какая заложена регионом на финансовую поддержку НКО (кроме Москвы и Санкт-Петербурга, которые могут запрашивать не более 50% такой суммы). Максимальный размер гранта на один субъект Российской Федерации – 150 млн рублей.
Основное условие выделения софинансирования – организация региональными властями поддержки некоммерческих организаций на основе лучших практик и рекомендаций Фонда президентских грантов.
Фонд будет осуществлять мониторинг проведения конкурсов в регионах и оказывать необходимое содействие их организаторам, в том числе бесплатно предоставлять возможности своих информационных систем.
В марте фонд организует для представителей регионов специальную конференцию по вопросам, связанным с новым механизмом поддержки.
